What IS 5568 is
IS 5568 (Hebrew: ת״י 5568) is the Israeli standard for web content accessibility, published by the Standards Institution of Israel and based on the W3C's Web Content Accessibility Guidelines (WCAG) 2.0 [1]. The Equal Rights for Persons with Disabilities (Accessibility Adjustments for Service) Regulations, 2013, require service providers' websites to meet it at level AA, with exemptions and timelines set out in the regulations themselves [2].
In practice, "compliant" means the site's content and code meet the AA success criteria, which a person can verify by auditing the site. It is a property of the site, not of a product installed on it.
Overlay vs audit and fix PRs
An overlay is a script added to a site that changes the page in the visitor's browser and usually adds an accessibility toolbar. An audit with fix pull requests finds each issue and changes the site's source code to fix it.
| Question | Overlay script | Audit + fix PRs |
|---|---|---|
| What it changes | The page as rendered in the visitor's browser, after it loads. The source code stays the same. | The site's source code: markup, labels, alt text, contrast, focus order, ARIA where it is needed. |
| Survives a code change? | It depends on the script continuing to run and to recognise the new markup on every page. | Yes. The fix is in the code, so it ships with every deploy. New code still needs checking, which a re-audit covers. |
| Legal exposure | The regulations set a standard for the site [2]. A script that does not change the underlying code leaves the site's own conformance where it was, and no tool alone can determine conformance [3]. | Issues are fixed at the source and checked by a person, and the audit report documents what was found and fixed. Your lawyer decides what that means for your obligations. |
| Who reviews it | Typically no one reviews each change, because the changes are generated at runtime in the visitor's browser. | A developer reviews every pull request before it is merged, and a consultant re-audit confirms the result. |
Overlays vary by vendor and some also offer manual services. The table compares the two approaches, not specific products.
What AI does well, and what it does badly
Where AI helps
- Finding likely issues fast: missing form labels, empty links and buttons, images with no alt text, low colour contrast, heading levels that skip.
- Drafting fixes: a first draft of alt text, a label, or a code change that a developer can review instead of writing from scratch.
- Doing the repetitive work: applying the same reviewed pattern across many templates and pages.
Where AI falls short
- Judging meaning: whether alt text is accurate for this image in this place, or whether the reading order makes sense, depends on context and intent.
- Declaring conformance: the W3C says that no tool alone can determine whether a site meets accessibility standards, and that knowledgeable human evaluation is required [3]. It also notes that tools can produce false or misleading results [4].
- Fixing without review: accessible.org, an accessibility services firm, answers this question with a no: AI cannot automatically fix accessibility issues across a site with reliable results, but it can assist a skilled developer or auditor by suggesting code corrections and drafting alt text [5]. We agree with that position, and it is why every fix we ship goes through a person.
How OpsAgents AI does it
- Audit. We audit the site against IS 5568 and WCAG AA and deliver the report in Hebrew and English.
- Agent opens fix PRs. Our agent opens pull requests in your repository that fix the issues in the source code.
- A person reviews. Every fix is reviewed by a person before it is merged. The agent runs under SOSA (Supervised Orchestrated Secured Agents), so its actions are logged.
- Merge and re-audit. Approved fixes are merged, and a consultant re-audit confirms the result.

Frequently asked questions
Can an accessibility overlay make a website IS 5568 compliant?
Not on its own. An overlay is a script that changes the page in the visitor's browser after it loads. The site's own code, which is what an auditor reviews, stays the same. The W3C states that no tool alone can determine whether a site meets accessibility standards and that knowledgeable human evaluation is required.
Can AI fix accessibility issues automatically?
Partly. AI is good at finding likely problems and drafting fixes, such as missing labels, alt text drafts and contrast suggestions. It cannot judge on its own whether a fix is right for the content and the user, so every change still needs a person to review it before it ships.
What is IS 5568?
IS 5568 (in Hebrew, ת״י 5568) is the Israeli standard for web content accessibility. It is based on WCAG 2.0, and the Equal Rights for Persons with Disabilities (Accessibility Adjustments for Service) Regulations, 2013, require service providers' websites to meet it at level AA, subject to the exemptions set out in the regulations.
What is the difference between an overlay and an audit with fix PRs?
An overlay adds a script on top of the existing site. An audit with fix pull requests changes the site's source code: each issue is found, a code fix is proposed as a pull request, a developer reviews it, and the fix is merged. Because the fix lives in the code, it stays in place when the site is redeployed.
How does OpsAgents AI handle IS 5568 accessibility?
We audit the site against IS 5568 and WCAG AA and deliver the report in Hebrew and English. Our agent then opens pull requests that fix the issues, a person reviews every fix before it is merged, and a consultant re-audit confirms the result.
